I suppose some people come up with such a car.

During common use, air bags installed around the perimeter of the car swell just before the collision as per the instruction from computer system to secure the safety of the driver and passengers, and at the same time, to protect the opponent who collides.

In addition, urethane foam filling the gap of the car body enhances heat insulation and reduces air conditioning energy.

When a tsunami or flood strikes, it activates the airbag system by sensing flooding and floats like a rubber boat to evacuate due to the buoyancy of the airbag, insulation material and other voids.

Nowadays, research is under way to grasp the kaleidoscopic situation of the earthquake and tsunami that has just occurred, to promptly predict the progress of the disaster in the near future using AI for effective evacuation. We propose evacuation direction system that leads evacuees to the safest nearby shelters with special light indicators that illuminate based on the analysis of such IoT systems.

The indicators guide the evacuees to the best evacuation destination with their light colors, etc. seeable from where he or she is.

TSUNAMI EVACUATION ELEVATOR

Buoyancy material attached to the bottom of the elevator car lifts it up according to the flooded water level when a tsunami or a flood attacks.

When evacuate, evacuees must get on the car before the rising water reaches around the floor level. During water level is rising, basically the evacuees wait in the car which is being pushed up by the water. When the water level drops, the reverse check mechanism stops the car at the nearest floor so the evacuees evacuate safely to the floor.

Proposal of a loft shelter (survival space) for tsunamis and floods utilizing the back space of the false ceiling that is usually useless space except for ducting/wiring.

If the building structure is reinforced concrete, it can be planned and constructed very easily.

Proposal of evacuation method as a last resort from a tsunami. We might utilize a heavy load such as a transformer as a lifting weight. Cables designed to resist horizontal stress under normal conditions can also be used for horizontal movement for evacuation across utility poles.
